It's probably Nixon yes. I can't find any specifics.

The best I can find is that the question is a representative from the Russians, and the "take california" is from Nixon.

I think that there is a bunch of speeches mixed in there. Essentially Nixon offers the entire state of California as a memento of the visit.

Yes, but how much of that was in the original recording(s) and how much is clever juxtaposition of samples? Since that's kind of what the Propellerheads do.
