I remember a lot of songs that sound similar, but I've never heard this recording before, to my recollection.

I’d say it’s a sound alike of Dance Hall Days. They didn’t want to pay for it so they got some one to do something similar.

Agree that it sounds mainly like stock music. I don't recognize it as anything real from the 80s or 90s. Or any other time.
