What is going on with this penis?

The latest entry on the tumblr Critiquing Your Dick Pics With Love shows a man competing in a small penis competition. He has some plastic-ish material around his penis. What is this? Is there some meaning or functionality behind it?

it looks like one of those bags you get pastries in at a grocery store. i'm assuming it's so the person measuring doesn't have to make contact with the dick.

I thought it looked more like some kind of gauzy fabric. I can't guess what the purpose of that would be.

Looks like fabric to me too. It might have been far less seethrough in the flesh, but flash photography destroyed the scant modesty it provided.

Don't know why anybody would need modesty at a small dick competition though...

Perhaps the venue hosting the competition is trying to avoid getting busted for allowing public nudity.

This article on a (the?) competition says:

Note that the penises were covered with decorative toilet paper. "Because of legal regulations, we cannot show you the dick," Chicken Bitches advised us.

Post-Q&A came the swimsuit competition. The fellers lined up on top of the bar, junk camouflaged with aqua-colored cloth covered with sea creatures (like crabs!). There, they were sprayed with water by Super-Soaker wielding bar staff, and urged to dance for the crowd.

I took gym class in the seventies and showered with hundreds of boys/men. That is an ordinary sized unaroused penis attached to a dick and the dryer sheet is likely there to prevent disease transmission in some literal dick-measuring contest.
