What is the pie chart bumper sticker I've been seeing?

What is the significance of the pie chart bumper sticker I've been seeing the past several months?

The sticker is about 6 inches in diameter, and contains one large red slice of pie (less than 50% of the whole though), and a multitude of smaller, multi-colored slices. I live in New England, if that makes any difference.

I'm sure the answer exists elsewhere on the internets, but my googling didn't yield any meaningful results.

It was the first story when I google newsed "pie chart bumber sticker". However, it appears to be a car magnet. And if you have one on your car you can in Iowa or NH you can win a year's worth of free Ben and Jerry's Ice Cream.

That's why I see so many of them. Maybe I'll get one of them, despite the fact that they're sort of misleading. They omit almost 60% of the federal budget...
