Is there a to-do list and habit tracker that does what I need?

I'm looking for a to-do list and habit tracker that does some specific things. I've tried a few, such as Todoist and Habitica, but they don't quite do everything, and I'd rather use one app than two. More inside.
I like Habitica's gamification: It tracks your streaks, rewarding you for longer streaks and for checking in daily, and punishes you for not doing something on your daily list (loss of health). However, it's not a good to-do list. If you miss a recurring item, it just punishes you and takes it off your list until the next due date (e.g. pay internet bill). This isn't great for remembering these tasks. There is a separate to-do list, but these items can't be made recurring, so you would have to enter them in fresh every time.
I want something that will:
1. Let me set recurring tasks that *do* reset, whether I complete them or not (e.g. "one hour of writing").
2. Let me set recurring tasks that *don't* reset unless I complete them (e.g. "pay internet bill").
The less mandatory, but desirable features:
1. A "skip" feature that neither punishes or rewards you, for those days when special circumstances prevent you from doing your tasks but it's not fair to be punished for it (illness, family emergency, etc). Habitica kind of has this, but only if you know in advance.
2. Some sort of reminder function for those tasks that have deadlines, appointments, etc.
3. Track/reward streaks or doing tasks in some way.
So far the best answer I've been able to come up with is "use Habitica for daily goals, and Todoist for longer-term goals," but I don't like using two different apps.

Streaks app comes close. It doesn’t exactly cover the non-resetting pay bills task, but you could probably set up a monthly task with reminders that would get you most of the way there.

(Amazing Marvin can do so many things that it's actually a bit dangerous if you're someone who's inclined to get distracted tinkering and optimizing. Including, yeah, all of this.)
