Export Audio From Video

I’m looking for freeware video editing software (Windows) that will let me highlight and export sections of the audio. Bonus points if I could add notes or bookmark those sections as well although this is not a requirement. I have zero experience with video editing so forgive me if this is a silly question. Thanks!
Audacity is indeed great!
You might want to break your project into two steps: First edit your various video clips into a final video that sounds the way you want, then export the audio track of that edited video's into an audio file.
Quicktime from Apple has a Windows version. It allows you to select a clip, merge with other clips, etc. It also lets you export the audio only.
MPEG Streamclip also lets you edit clips and export the audio. I believe it has a Windows version, but make sure it is still supported.
VLC (a free to use universal video player that plays most formats) to export as an audio file. Just open your video file, then select File -> Convert/Stream and output to an audio format of your choice. It has a Windows version.
Freac, another freeware, is great for exporting the audio from video, you can output to FLAC or many other audio format. I has a Windows version.

reaper is significantly better than audacity, and is nagware - a brief pause each time you start it up. audacity is fine, but if you think you'll ever be doing this stuff again I'd learn reaper in preference to audacity.

Also: Handbrake if you need to encode the video into a format you can edit in Windows (like if it came from an iPhone).

The VLC video player is a free, open-source media player that will. among other things, export an audio file for you from a video file.

As far as I know, you can’t add notes or bookmarks to parts of an audio file, in all standard formats anyway (happy to be corrected!). They’re just audio.
Those instructions for chapters in Audacity look like they’re for splitting one audio file up into several, rather than adding usable markers to a single audio file.
