Name that open source band.

A while back I stumbled across an "open source" band, an umbrella name that allowed anyone to perform as that band, but I cannot for the life of me remember it. I think it was primarily an experimental noise act, but at this point I can't be sure. Please, Metafilter, help me find it!

I remember hearing about that, though I can't for the life of me remember the name, either. I heard about it on NPR in May or June, if that helps.

The Grand Weirdo Peergroup is open souce (they say they're the first but who knows), but they don't do experimental noise. Thought I would throw it out there anyway.

My old band, peevish, did this in 1999. But you probably didn't hear about it. I think only one group took us up on it, in Arizona, of all places.
