Organizational photo storage with tagging and facial recognition?

I work for an organization that has tens of thousands of photos from various events, work functions, etc. The images are spread out in various folders on our network with no consistent structure so finding a particular photo of a person from a particular event is difficult to say the least. I've been tasked with optimizing the storage and search functionality so that we can find what we want when we need it.
Can anyone provide some input about how your organization handles this? Ideally, we would be looking for facial recognition capabilities so we could tag an initial number of photos and then be able to search for people by name. We would also like to be able to search by other criteria so the ability to tag multiple photos or contents of entire folders at once would be helpful.
Although we don't need cloud storage (we have plenty of storage and backup systems in place), my initial thought was to upload copies to Google Photos for the facial recognition feature but testing it the last month has shown that it's not very reliable. Facial recognition worked well for the first 100 photos but after uploading more photos, the facial recognition feature seems to have stopped working. It also doesn't seem to offer tagging.

Resourcespace seems to have facial recognition, although I haven't tried it. It's open source, though, and you should be able to try it for free.
