Help me quit my job after 1 month.

This is the first time I've ever left a position after such a short time. How do I do this?

I've been at my job for around 4 weeks, but it's time to go. I unexpectedly received a much better offer elsewhere and I'll be signing the contract next week (see more background here).

I'm excited to leave behind the uncertainty of my current job (assuming the new contract is finalized next week as planned), but I have no idea how one respectfully leaves a job after only a month or so. Help!

You're a contractor at Org 1, yes? The lack of job security is a double-edged sword; if they'd wanted to lock you in then they should have offered you a perm contract. Just be honest, straightforward, and unapologetic - "I've been offered a permanent role elsewhere, and because of the job security it entails I intend to take it". You don't owe your current employer any more than that.

You’re a contractor. This is the risk the business takes. Your reason is you have the opportunity to have a more stable, permanent position. That is a totally reasonable thing to tell them and should not burn bridges.

That is so awesome, congratulations! Contracting has its advantages and this is the main one. I like aosher's script.

I think it's also safe to say "I received an unexpected job offer, please accept my apology for leaving so soon after starting, but the benefits of the other job are clear and important to me" or something along those lines.

It suck to leave a job after only a little while, and you can acknowledge that, but that doesn't mean that you shouldn't do it or anything. And you can use it to point out the drawbacks of Org 1's contract structure - it's ok for them to learn how they're losing out.

This is totally normal and expected for contractors. Just tell them you got a perm job offer that you intend to accept. It would be nice of you to give two weeks' notice if they need you to, but in my experience contractors often don't.
