Have any ideas for a Halloween costume for someone who has long curly dark hair?
Slash from Guns N'Roses!
Gender doesn't matter -- I was at a Halloween party once where a woman dressed as Slash and it was probably 2x as cool.

Blackbeard, using the infamous "make a ponytail under your chin and tada you have a beard" technique. For bonus points, use spirit gum to give yourself a mustache also made of your own hair.

Focusing on women, because "Slash", "Dr. Frank-n-furter" and "Howard Stern" have got you covered for guys.
The hair's not necessarily curly, but Death from the Sandman comics would be a) easy, and b) awesome. Also - I love chances to pitch my new favorite costume blog for women, Take Back Halloween - it is a whole lot of DIY no-sew or minimal-sew costume ideas for women, with ideas inspired by women's history or bad-ass goddess figures. For "long curly black hair", I'd look at La Sirene, the Hatiian sea goddess; the Minoan Queen (they suggest a wig, but you could try to do something with your own hair); or Lizzie Borden. Lots of other costumes on that site may also work, of course, but those are ones that seemed to call for that particular hair type.

Greek God(ess) of your choice.
Hades might be a fun choice. Any costume that includes a bident and a "helm of darkness" won't be boring.
