I'm finding myself quite happily drawn to the Gangnam Style video. Can you point me towards the best dance/pop/crazy dance videos NOT from the U.S.?

Shangaan dancing is from the townships of South Africa. The primary dancers in this video are masked clowns in red jumpsuits with fake pot bellies and running shoes.

From Finland: Pomppufiilis by Munamies ("Eggman"), in which a very cheerful squeaky-voiced man dresses up as a giant egg and bounces up and down in various parts of Helsinki, accompanied by variously amused and bemused dockworkers, firefighters, police, dogwalkers, and kindergarten kids. The song is insanely catchy, and the titular chorus line "Minulla on pomppufiilis" translates to "I've got a bouncy feeling".

Not a deliberately goofy video, although it's an endearing piece that shows a lot of relaxed, happy people putting it together. It's a danceable, gorgeous, catchy song with intriguing lyrics in Tanglish (Tamil and English). It was HUGE last year and inspired covers and flash mobs. So soon we forget ...

When this song came out in Korea it generated a whole slew of parody videos (this is the most famous one, featuring members of boy bands 2AM and 2PM, and the actual Brown Eyed Girls show up) and mashups featuring the swaying hips with arms crossed in front move.
Chang Kiha & the Faces The Moon Is Full, Let's Go
This was a breakout indie hit, in no small part due to its peculiar arm waving dance move, and the deadpan Mimi Sisters (it was also groundbreaking in that an indie rock act featured some kind of choreography, instead of the band just singing and playing their instruments). Performance footage became popular among Korean internet users, who generated their own mashups and parody videos featuring the dance - it was a notable example of an internet hit becoming a mainstream success.

Trawling through K-pop vids on YouTube will turn up all sorts of things. Shinee's Sherlock is catchy and the dancing and production is slick.

If the dancing itself is something you enjoy then you could take a look at videos from the 60s from various tv programmes which often had some fantastic background dancing. For instance:

Or take a look at videos with Pan's People. The wikipedia article says "In an era before pop videos, they danced to songs whose original artists were not available to perform them live [on BBC's Top of the Pops]."
