I'd say something like "Os cumprimentos, cidadãos de Lao povoaram a república democrática."

It looks like laosianos and loacianos are both used, but I also found a Portuguese page giving Laotian. I don't know Portuguese & probably shouldn't be trying to answer this! Where's Senhor Cardoso when you need him?

misteraitch probably means laocianos, just to be sure. It's a tricky question, quick searches through my usual Brazilian newspapers don't really seem to reveal a great deal of journalistic interest in that part of the world. I'd go for laosianos, but if it's mission critical, I'd try to find out from diplomats and embassies in Brazil/Portugal (if these exist) how they prefer to be called.

"laosiano" according to the Dícionario Aurélio

Adj.
1. Da, ou pertencente ou relativo à República Democrática do Laos (sudoeste da Ásia).

S. m.
2. O natural ou habitante da República Democrática do Laos.
[Sin., nessas acepç.: laociano e laosense.]
3. Gloss. A língua oficial do Laos, tb. falada na Tailândia; lao.
[Cf., nesta acepç., tai (2).]
4. Vocábulo dessa língua.
