Two problems with my Samsung cell phone. Can you help?

My Galaxy Samsung J3 has a couple annoying behaviors. Maybe I can just change a setting somewhere? Details below the fold.

1. When I receive a text, it now emits the text alert sound every 60 seconds, until I open the text. It used to just emit the sound once, upon receipt.
2. Enabling WiFi in a new location is supposed to present a list of available networks. This only happens occasionally. Says WiFi is enabled but it isn't, not really. Very annoying!

Hopefully there's a menu parameter I can change somewhere to fix these, thanks in advance for any enlightenment.

Response by poster: Note that I have a pay-as-you-go plan, which doesn't include data.

My ISP, and perhaps others, tried to build a free WiFi network for their customers by putting a WiFi modem at all of their business customers. The inevitable result was that so many people left their phones connected to this WiFi that it was too slow to be useful. It basically blocked my phone from the internet until I turned off WiFi.
