What's the connection between the Titanic and Eastern Virginia?

Why would the U.S. District Court for the Eastern District of Virginia be the court that "oversees matters having to do with the Titanic"?

From a NYT article about the Titan: “On the first dive to the Titanic, the submersible encountered a battery issue and had to be manually attached to its lifting platform,” the company’s legal and operational adviser, David Concannon, wrote in the document, which was filed in the U.S. District Court for the Eastern District of Virginia, which oversees matters having to do with the Titanic.”

First of all, why do we even have a specific U.S. Court for this, and second of all, why would it be in Eastern Virginia?

The Titanic sank in International waters, since then Canada, like the US, has increased the water boundary/ territorial waters to 200 miles, and I think that includes Titanic/ Titan. It makes sense for International Marine Law and Non-US Marine Law to be handled centrally. If Titan is incorporated in the US, that might complicate jurisdiction.
