help finding anime-style artist who can do a gender swap commission

and since it's fundraising season, if you can help me get this done, I will donate an extra 50USD to mefi
I'm looking for an artist with a somewhat specific set of skills, basically being being able to genderswap based on a photo into an anime style
a friend suggested this and I can't get it out of my mind (yes, the conclusions you've come to are likely accurate), so I want to make it happen. I realize I'm looking for something very specific, but I'm willing to pay what I think is a good rate (200USD is ideal, I guess I could go up to 300USD). plus I'll donate extra to mefi (though full disclosure, I already set up a recurring payment, and you should too!)
Here's my ideal, of course I can compromise because this is probably not going to be the easiest to find:
- discreet (I think you can guess where this is all going, and they will have a photo of me)
- ideally trans? doesn't have to be but I'd certainly trust them more...
- taking commissions
- understands the anime/manga style very well and is very good
- can pull off a gender swap (male to female) based on a photo (this is probably one of the hardest parts and is why I think someone trans or at least experienced with this sort of thing would be ideal, but maybe I'm underestimateding skill artists)
if you, someone you know, or an artist on twitter or something potentially fits this, let me know! you can also memail me

Response by poster: honestly, I'm pretty flexible on that, but I guess I like more representational styles than more cartoony styles. I care more about someone who has a strong style and can execute the gender swap rather than having hyper specific style needs.
but I guess if I had to choose, recently I've been reading Boom Into You and that style is good, in particular the character Sayaka (but I mean, the faces have a very distinct style and I really don't need someone who can recreate that exact style, but I think it is indicative of the general style I'm thinking of).
Some other shows that might fit my style...
- this season's Akiba Maid War (Ranko in particular)
- this season's Akuyaku Reijou nanode Last Boss wo Kattemimashita (Aileen in particular)
- Idolm@ster's (esp Takane Shijou)
- Idolmaster: Cinderella Girls (esp Ranko)
- Gosick (Victorique)
- Amagi Brilliant Park (Latifa)
- Hyouka (Chitanda)
- K-On (Mugi)
so again I'm definitely open to finding someone with their own distinct style, but those are indicative of the type of anime/manga style I guess I'm most interested in. I guess I don't want to bee too restrictive because then it really is going to be impossible to find someone

Just to clarify the format, you're looking for a portrait (done in anime/manga style, based on a photo and gender-swapped)?
Do you have a preference for color vs black-and-white, and digital vs physical drawing/painting?

Response by poster: sockin, that is correct. ideally a fully body portrait. ideally color, but if someone works primarily in black and white and meets all of the other criteria, I'd be fine with that. digital is fine, probably preferred
