I need recommendations for a Seattle area dressmaker/tailor to make some alterations to a dress. A bit more complicated than raising a hem, looking for adding in darts and taking in room on the sides.

Don’t have a specific recommendation, but check with bridal shops. They can usually give you names of altering specialists. Same with higher end clothing retailers. Dry cleaners also tend to know folks who can do this sort of task

My wife runs a sewing workshop outside Philly, which means I don't have a specific recommendation for you in Seattle. But people come to her all the time looking for this sort of work. She doesn't do it herself, but she always has a couple of local seamstress options to recommend. So, maybe try a local sewing instructor?

A Best Tailoring in Tukwila did some work for me and I’m happy with it, though they didn’t do anything quite as involved as darts. I’m sure they could handle that, though. The lady who pinned me up had no problem talking pros and cons of putting pockets into a dress (we ended up on no, but only because I didn’t have matching fabric since the skirt was made of eyelet lace, not because she couldn’t do it) and she got the spots right first time for every hem and taper she pinned, although she asked for my opinion each time. Bonus points to their incredibly retro website, which is why I called them in the first place.
