What was this TMNT rip-off show?

When I was ten or so, I remember catching a TMNT-style animated show with a 50s theme. What was it?
This would have been in the early-to-mid 90s. The show featured lizards (or maybe cats? Or rat people?) who wore trench coats and fedoras. Like the ninja turtles, I think they were color coded. I remember them looking sort of like chibi versions of ninja turtles in trench coats. Except I don't think they were turtles. They definitely seemed shorter than the turtles. There might have been some sort of music themed thing going on (they were named after members of the Rat Pack or something like that?) I want to say that they were called the (Samurai?) Lounge Lizards but google hasn't turned up anything like that. I remember there being some sort of skyscraper as a setting. Did this exist, or did I just dream it?

Response by poster: It's not Samurai Pizza Cats. Also not Street Sharks or the Biker Mice from Mars. Also I think they were aliens? Maybe? I'm starting to feel like I really did dream this.

There were some side characters from TMNT who I remember as having '50s-ish styling: the Neutrinos. They said "daddy-o" and had fins on their cars.

Best answer: I don't think you dreamt this! I can't remember enough to give you more to go on, but I feel like this was a real show! If I Sam thinking of the same ninja turtle ripoff, they had like a "cool" retro car they drove around in?

Best answer: OKAY WOW I apparently watched a lot of this as a kid because that theme song was like a punch in the face.
