Does such a thing exist, and if so, where can I buy it? Thanks.

They make citronella flea collars, which is pretty much a mosquito repellant collar under a different name. Your local pet store should have them.

The vet can give you a repellent ointment (mine is brand 'VIP') made to repel flies, that might work / might have a collar version.

Neem oil is a good natural mosquito and bug repellent -- you can dab a couple of drops on your cat's collar. Stinks to high heaven, but it's all-natural.
