Smoke a Gold Cig

Looking for the title of a foreign (Russian?) film, probably filmed mid-late 90s. What I remember of the plot: gold(?) smuggling operation, with the gold being smuggled in cigarette packs; I believe a factory or power plant was central to the plot somehow; the film was in black & white until about 2/3 through the movie, when in a crucial scene a gold cigarette was used to connect a circuit, flipping on the lights in the power plant and switching the film over to color. Help?
