Moviefilter: A dreamy Chinese or Japanese film that I can't remember!?

Years and years ago I watched a foreign film about a guy who sells watches/clocks on the streets of a big Chinese or Japanese city and he falls in love with a girl..

Years and years ago I watched a foreign film about a guy who sells watches/clocks on the streets of Tokyo(?) (but could have been Shanghai or Hong Kong, my memory is fuzzy) and one day a girl knocks them over. He falls in love with her and sets the watch he wears to that time that he met or or that she would be back or something. He spends his time waiting on her. I remember it being shot very dreamily and I can't remember any more of the plot. I remember there was a bathroom scene I think.

Sorry too fuzzy of memory and all Google searches have lead to wholesale clock sellers.
