Extracting MTS AVCHD audio

What's the best way to extract audio from MTS (AVCHD) video file into CD-writable format (WAV or MP3) on a low-powered Windows XP laptop (netbook)? Free/cheap and simple software is preferable.

UPDATE: quality can be mediocre -- only good enough to listen to and be able to transcribe for translation.

If the file can be played with VLC then you can use the Stream Output section to save the file in a different format. Check the boxes next to "File" and "Audio Codec" then select MP3 in the Audio section.
