Google is your friend. The fifth google result turns up this, where you can d/l an mp3 of a mix containing that song (it's the fifth song).

The song was released on The Prototype Project EP 12" back in 2005 on the Baltimore Breakbeat Records label. Sadly, it looks like no one is really carrying that record. You can always contact him through MySpace, or find someone at HBO to contact, as they played it in an episode of The Wire. Otherwise, you might try your luck on B-more club track blogs, and ask around there.

Sorry if I was curt earlier.

This is a tough one. I can tell you that I've found hardly anything on DJ Technics himself, much less his song 'Pumpkin.' It's not on soulseek, so it's probably not anywhere on torrent, either. The people at this Baltimore Club blog may be able to help you, I guess; they seem to discuss him frequently.
