Constricting a 100mb Network Link to 2mb Network Link

I need to test how software runs over a 2 mb network link. Here we have 100 mb and I wish to constrict that on my machine for test purposes. How do I achieve this?

Does it run over IP? If so, and you just need the reduced bandwidth and can live without simulating the slight increase in lag and other link characteristics, grab linux or a BSD or something else that supports traffic shaping and configure it to shape the application's bandwidth to 2mbit. Good documentation for linux on doing this (and a whole lot more) here.
