Who are the Peppercake Orchestra?

Before Christmas I saw a large group of buskers outside Borough Market in London playing a cover of The Mariner's Revenge by The Decemberists. I asked what they were called and I am sure they said the Peppercake Orchestra. However Google reveals nothing related to this name and I wondered if anyone else had heard of this ensemble?
