Best answer: According to soundtrack.net it's from Brazil (1985): "Central Services / The Office" (Michael Kamen) and Oscar and Lucinda (1997) (Thomas Newman).

The film Brazil really popularized the tune. It's actually called "Aquarela do Brasil" ("Watercolor of Brazil").
