Is there a site for people to post their screenplays and other people can comment on them?

I've been on a site like this before and lost it. Thanks!

You might check out CeltX, the open source screenwriting software, where the forums are full of that stuff.

zoetrope.com, maybe, though I don't recommend it there. Idiots abound!

I think you can do that with Celtx.

At least, from what I can tell, there's a Collaboration feature.

I know that it lets you upload the screenplay to a server, and from what I can tell you can do discussions based on what you upload.
