Do you mean a park you can take a dog to? If so then I've always seen heaps of dogs in Yamashita Park.

yes sir, I've been to parks like that in the US, but havent been able to find a good one around Yokohama yet. (I always seem to get dirty looks when Puddles and I go out for an untethered walk.

Well you probably get dirty looks because leash laws here require you to have you dog on a lead in public areas. You might be better off checking at your local ward office or on one of the several dog forums (in Japanese).

The only time I have seen dogs off a leash has been on the beach when it's been pretty empty.
