How can I promote the relaunch of my website?

How can I promote the relaunch of my website?

I've been running a technology bargains/deal daily news site (a blog I suppose) for about 7 years now and we're just about to undergo a pretty major relaunch.

My question is: how should I promote this? My total promotional budget is in the neighborhood of $800-1000MAX, which would include any prizes I would have to buy out of pocket.

I'm considering:

1. Definitely a contest (iPod nanos?)
2. Advertising on other sites (banners?)
3. Getting the relaunch/contest linked or otherwise publicized on other tech-related blogs

Will try it on MeFi Projects. I considered it before, but I was afraid a website relaunch didn't qualify and I would be flamed ::
