If my team (Penn State) wins, my colleague (Irish fan) has to have a picture of himself taken in a PSU t-shirt and give me a copy for display.

You know what, that was a bit of a cheeky answer, and now I feel bad.

How about $100, to be paid to the victor slowly over time, in form of minor goods and services. I do this with my friends often, and it'd ridiculously convenient for when you don't have any cash for lunch.

how about, loser buys sweatshirt/jersey/workplace appropriate but school-related top of choice, wears it around the office for a day, and then gives it to winner.

Penn State wins, your friend has to kill a mountain lion with his bare hands. Notre Dame wins, you have to enter the priesthood.

Car window flags. Penn State wins? He has to fly a Penn State window flag for the rest of the NCAA football season. The Irish win? You have to fly a Notre Dame flag from your car for the rest of the NCAA football season. And I'm counting the bowl games in the season.
It's cheap and easy. It's especially effective if you both have your respective schools' schwag on your vehicles already.
