Ideally, within walking distance from City Hall. Thanks!

Not sure, but my first guesses would be the Mill City Museum, the Guthrie, and Book Arts Center. All are with two miles of city hall, maybe even less than a mile.

It looks like there’s a Walgreens nearby. They frequently have a little postcards/souvenirs section.

Mill City Museum is run by the MN Historical Society, whose gift shops are top notch.

The Center for Book Arts has a lot of unique postcards etc. I guarantee you'll find something surprising and cool.

Billy and Marty's is a convenience store with a few locations. I know they have greeting cards but may also have postcards. There is one on the first floor of the US Bank building on Sixth street between 2nd and 3rd Aves.

I don't know the state of the Skyway nowadays, but pre-pandemic there were a number of gift shops in there that would definitely have some.
