Children's cartoon drawing TV show from early 90s?

Looking for the name of a children's TV show from the early 90s that taught cartoon-style drawing. Details inside.

Here are the few details I remember:

- Male host, wore a frayed straw hat, had a fun, goofy, "surfer guy" persona
- Host may have worn an Aloha shirt (not sure)
- Host drew cartoon-ish art on an easel
- Show was from the early, maybe mid 90s
- There may have been animated cartoons and/or intervals during the show

Exhaustive googling using any and all search terms I could come up with has been fruitless. Any ideas are much appreciated. Thank you so much, everyone!

A few of the costume details are wrong, but The Secret City with Mark Kistler?

Our PBS's drawing guy was Mark Kistler, but I'm not sure he ever wore a straw hat, he did "Imagination Station" and "Secret City."

Are you thinking of Pappyland?

Secret City was always my favorite in the 80s but that doesn't sound like what you're looking for.

Timing / shirts are right for Rolf Harris's Cartoon Club on British TV 1989-1993. Harris was convicted and imprisoned for indecent assault on minors in 2014 and died last month.

From the mid 70s until the late 80s, Tom Hatten hosted "Popeye and Friends" which alternated cartoons with drawing lessons like you describe. Could it have been that, possibly in reruns if you're sure about it being 90s?

Here are some images -- though I'm 100% positive he didn't only draw Popeye, and I feel like I remember him wearing an aloha shirt...

I laughed out loud when I clicked the Pappyland link and saw the image because it seems like such an on-the-nose match with the first bullet point... he’s literally surfing on a pencil!

seconding BobTheScientist with Rolf Harris, unfortunately. He sometimes cartooned himself as wearing the stereotypical Australian brimmed hat with corks

Response by poster: Thank you so much everyone. Sadly, I don't think any of these excellent ideas match what I have in my head. Pappyland comes closest. I wonder if I've conflated a few different shows?
