What software do you use to generate automatic emails?

I work with a small non-profit, and we are about to launch a campaign that includes reaching out to elected officials. We want an easy way for our supporters to reach them. But what is the software or website that we should use?
We are a small band of volunteers doing some cool work (we think so, anyway), and we've decided we want to encourage supporters to send specific email requests to their elected officials.
But, none of us are tech savvy enough to know what the software is called (proprietary or not) or website we could use to do this. Basically, we want to send supporters to a webpage, where they can enter their name, maybe other identifying info, and an already-drafted email message is automatically sent to a set of elected officials. Sort of like how MoveOn or Credo has done it, but we aren't looking for a petition - we want an individual email to land in an elected's inbox.
We'd prefer to host this page on our website, but would be fine if there's a service we could send supporters to.

It's not simple or cheap. At the Congressional-level emails don't exist since they'd be spammed immediately. They all use a contact form on their website. Various companies bridge this connection gap:

The name of a third company I've contacted in this space name escapes me at the moment. There's a huge gap between what true grassroots orgs can afford (near zero) and their target market (very large non-profits, foundations, corporations).
Quorum's "grassroots" package starts at $1400 a month, a non-starter for most volunteers orgs. POPVOX had reasonable offerings in their early days but they've pivoted to higher paying customers.

We use CQ Engage, also not inexpensive, but it works seamlessly to do what you want. Memail me if you want to see the campaign we started October 1.
