Who is the cartoon man that this sticker represents?

Hello! I am in Richmond, Virginia and I saw this sticker near a 7-11. Do you know who this is supposed to be? I've image-searched endlessly and can't find anything remotely like it. To me, it looks like a Futurama-ish version of a possibly real person. Many thanks.

I was going to also say that it is drawn in the style of the American Dad cartoon. Maybe Tommy Chong of "Cheech and Chong"?

Response by poster: I found it! A fairly obscure dude who goes by Billy made these, he's a rapper. Here's a variant.
