Vista-enabling in London's Southbank?

On the South bank of the Thames in 2002 (and maybe still there), there was a structure, like a piece of public art, in which you could place your body and it would support you at a slight angle, enabling a wonderful view while totally relaxed. It was a tilted section of a cylinder, made of dark metal. Does anyone remember/know of this? An image, location, or name of the artist would be wonderful!
