Looking for historical USPS Residential Delivery Indicators

The US Postal Service has an residential delivery indicator (RDI), that flags whether a given address is considered a residence or a business. I want the historical files for this indicator, so I can check whether a given address was a business in, say, 1997. As far as I can tell, current RDI information is only available through third party vendors. Is there a way to get historical RDI information for cheap or free?

Here's a site that will show you the RDI for free. Not sure if it does historical data, it doesn't show historical data on first glance.

It looks like you can get access to the dataset for $350/year though, I'm not sure if they do historical data.
