Which software should I use to create an interactive map?

I've been working on an urban renewal history project with some high school students. I've got a bunch of content (Photos, video, documents, etc.) that I'd like to link to a map.

What I've got is a Sanborn map (A map fro the 1930s) of the area as it was before urban renewal in PNG format. What I'd like to do is use the map to link photos and video of specific locations within the map. I'd like for users to be able to zoom into specific areas of the map and discover content. Should I use Flash for this? Or is there something that makes more sense?

Also, if I have an eye toward turning this into an app, is there an even better approach?

Ultimately, how do you determine what software to use for problems that arise?

Best answer: You might look into StoryMaps. Stay away from Flash, it's not going to work on phones, which is probably how most of your high school students will try to access it.

It sounds like you are a developer? I've mostly heard d3 thrown around as one of the better ways to create data visualizAtions on the web, including maps. However, I'm not sure if you're looking to do development like that.
