Mystery Forest Animal Sound

Can you tell me what animal is making this sound in the forest in my backyard?

It is always in the dark, it is non-stop for hours with some short breaks of about 15 seconds. It is in a different spot each night but stays in one spot all night.

I'm afraid it is an owl who wants to eat my cat. Or is it an animal?

Northern Idaho/Washington border.

Best answer: Saw-whet owl. You can listen to one here. (It doesn't want to eat your cat. It's too small to eat anything much bigger than a mouse.)
