Free on wifi, paid otherwise?

Is there any way to get free calling and texting on wifi but through a carrier when wifi isn't available (using the same number)?

I currently have a Google voice number (that now has free calling thanks to 2.4 update!) But it only works through wifi. But I don't want to get a whole new number to be able to call/text outside of wifi ranges. Is there any way to forward texts and calls somehow to use Google Hangouts when I can, and to use the carrier otherwise (to save on texting and calling charges when wifi is available)?

Is there any way to do this? Kind of like porting my Google voice number to a normal carrier, but still being able to use Google voice with that same number...Ting.com had some discussion about this, but I couldn't find any details.

Republic Wireless seems to be doing this. I haven't used them, but they seem to go wi-fi first with their calling and then data if the wifi isn't there.

I think Sprint does this as a matter of course. It has a pretty robust integration with GV. I am considering switching from VZ to Sprint for that reason. Still researching it out.

Republic leases from Sprint. We've had them for a couple of months and have had no issues.

I have not. I think part of what makes this work is the phone from Sprint. Here is a link to the Google page explaining it Or trying to explain it. Here too.

Google is moving GV to Hangouts albeit slowly.

This link speaks specifically to wifi calling with GV using Hangouts. Now that I look at it, it appears as if it can be done on any android phone outbound.

Here it talks about using it on Android. This is new. I think within the last month or two.
