Best answer: Those are industrial "fiber drums" with the lids cut in half.
You can buy the drums from ULINE. They come with metal covers, which I happen to think would look better than the plastic ones, but you'd need to fold down the cut edge.
If you call ULINE, they may actually have the plastic lids for the size drums you want, just not obviously placed on their website. (I have worked with them in the past and they are actually pretty good, customer-service-wise.) However, if they do not then you can probably call an actual distributor and get them that way, although they may be more expensive for a small order. I know nothing about that company, they just seem like they have an entire range of products including plastic lids.

Actually on second glance at that photo, I think they may be the metal lids, just painted black with some sort of chalkboard paint for easier labeling. Hard to say exactly.
