Who played Moran in BBC Sherlock?

In BBC Sherlock's, series 3 episode 1 The Empty Hearse, the character Moran is uncredited. Even in the DVD commentary, Mark Gatiss refers to him only as "that guy." Tumblr pleading and screen grabbies here. Who is he?

On first glance, I think it could actually be Richard Armitage.

Pretty sure it's not Armitage. Close, but some key differences.

Definitely not Richard Armitage. Have you tried tweeting Mark Gatiss? I notice he replies to many tweets.
