What concert band piece is this?

I've had this song in my head all day and I can't think the title or composer! I remember playing it in concert band years ago but can't really recall much else besides the main motif.

I've crudely recorded it on piano, it sounds like a romantic era piece (has alot of tempo fluctuation I didn't include) but can't recall much else besides that. Link to file: link

No idea, but when you're thinking of classic band stuff you wouldn't be off base to start with Holst or Grainger. Certainly sounds like that era.
