Is there a website where you can sign up for a RSS feed, put in your cell phone number and have the new feed info come to your phone as a text message?

Not that I know of, but there are a few Java RSS midlets around, which it you have a recent Java-capable phone may work.

PeekAndPick
RSS Reader Midlet
Another RSS Reader Midlet
Yet Another RSS Reader Midlet

However, for those who don't have a Java capable phone, this sounds like a neat idea.

There's feedbeep; it's basic service costs $2.95 US per month.

Does your provider allow email->SMS? for example, my Verizon Wireless service allows emails sent to 123-456-7890@vtext.com to show up as a SMS to 123-456-7890.

If yes, you can use rss2email (or something similar. I just did a quick google) to send a feed to your phone.

If you want a free solution you might want to try botablog. That sends text email updates from RSS feeds. If you want it sent to your phone instead of your email account, just signup with the following email address:

5555555555@teleflip.com

where all those 5s are your phone number.

On preview: similar to misterbrandt's answer, except this doesn't require any technical know-how.

I use RssFwd for a zillion feeds, to my e-mail and mobile via teleflip, and it works great :).

If you have the capability of hitting WAP sites from your phone, AvantGo has a thingy that lets you browse RSS feeds (perhaps only for AvantGo subscribed pages?) through their Blackberry site at http://rim.avantgo.com.
