A lost book about a lost girl and a horse and a blizzard...remembered from childhood.

This image is what triggered the memory for me, because the style is very similar to the illustrations in the book. I remember cold hands dug deep into horse's coat, and either eyes or noses freezing shut. I'm pretty sure she got lost in the whiteout doing something routine like coming home from school or going out to the barn or something. Definitely a kid's book. I would have encountered it in the early 90's, but I have no clue when it was actually published. The story of Hazel Miner is ringing CRAZY LOUD BELLS, but I can't seem to find any mention of her story inspiring a book. Help, hivemind!
