What flowers by the path?

What garden flowers are these, planted in a garden in the Netherlands?

My sister lives in the NL and says she planted these flowers but does not remember what they are. Anyone know the English or Dutch name for them?

It sort of looks like a member of the Dahlia family.

I think they're freesias. Do they smell amazing? Are they bulbs?

Response by poster: I have no information about the scent, because I live elsewhere. Also, she doesn't remember whether she planted seeds or bulbs in that spot.

Have to say Ixia looks closest.
