Slang Lingo?

I have a friend who has been looking for a song with a line:
When I was sixteen the American dream was not a thing of the past
He thinks that it was a New Wave song from the early 80s. He's gone through old mix tape liner notes (tapes themselves are long gone) and thinks that it may be "Slang Lingo" by the Puppies but there's virtually no trace of that song on the internet.
There's an anthology record with that song on it for sale on ebay, here.
