Please help me name this American set, martial arts action film.

Please help me name this American set, martial arts action film.
Film was probably released around mid 1990s - early 2000s.
This is as much as I can remember:
Film starts out in some American dock yard on a ship when a gun fight starts between a gang of men and the protagonist (who's asian). Then it moves onto a bar (if I'm not mistaken).
The other scenes I can remember vaguely are when the protagonist is staying at a motel and who ever it is that's after him 'storm' the motel with another gang of men and the other scene is when the protagonist has a meeting with someone at a bar (the bars main attraction is a huge fake rocket). The baddies turn up and a gun fight starts.
I want to say I think the man tracking down the protagonist is American and I can remember an RV being blown up (by the protagonist).
Obviously this is all very vague and it's not much to go on but I thought I'd give it a shot.
