Where in the world is this weird traffic circle?

Where is this traffic circle? I saw it in one of those ambient videos of scenes from around the world, but I couldn't figure out where it was from.

Further information (not sure if this is clear from the photo): the cars in the video are definitely driving on the right side of the road, but there's some sort of weird traffic pattern where the cars coming from the left side of the screen actually go around the circle in both directions, joining up again on the right. The statue on the column in the middle is some kind of winged figure, maybe Pegasus? And the building in the background has the words "American Express" across the top (cut off in the photo).

Yup. Arveale has it. It's the Ángel de la Independencia in Mexico City. I work in the building that says American Express. AmEx used to occupy the top few floors and have a customer service store on the ground level, but they moved out about a year ago and the signage is changing. The traffic does indeed go both ways around the circle. It's really complicated, but after studying it for five years I basically get how it's *supposed* to work. I had never noticed this before, but el Ángel looks a lot like Victoria, the statue on the Berlin Victory Column.
