Help me identify a childhood cartoon!

I'd like to identify a cartoon that I saw on TV when I was a kid, but I don't have much to go on.

The two characters I remember from it were a vampire and another creature who I believe was named "LB". I don't remember exactly what kind of creature LB was supposed to be, but he was definitely shorter than the vampire and I think may have walked on four legs.

I am guessing that I saw this sometime between 1986 and 1991 while watching cartoons, Saturday morning and perhaps at other times as well. I don't think it was a full half-hour cartoon but I'm not really sure. If I remember correctly, the vampire and LB characters may have occasionally appeared in advertisements for kids' cereals.

The only dialog I remember involved the vampire saying something, either to LB or maybe to a ghost, about the fact that said character was "saggin'". LB or the ghost then responded, "Naww, I'm not saggin'; I'm just keepin' a low profile!"

That's about all I remember and I know it's not much to go on, but it'd sure be cool if someone recognizes this and can give the scoop!

Any chance it was Gravedale High? From the Wikipedia page:
Schneider's class consists of vampire Vinnie Stoker (a Fonziesque version of Dracula who is able to go out in broad daylight; the name is an homage to Bram Stoker, author of Dracula), Frankentyke (reminiscent of both Frankenstein's Monster and Bart Simpson), nerdy werewolf Reggie Moonshroud, J. P. Ghastly the III (whose classification is unidentified but whose voice and mannerisms resemble Peter Lorre)

Shot in the dark: There was a short-lived cartoon called Little Dracula. Maybe you're remembering his father, Big Dracula, talking to "L.D."?

Perhaps Darkwing Duck? Launchpad McQuack was one of his sidekicks, and I believe he was sometimes referred to as "LP."

(I spent waaay too many hours in front of all those Disney weekday afternoon cartoons...)
