Name the 80s/90s skate movie that contains the line, Cabriolet is Yugoslavian for "fast car"

There's a movie scene rolling around in my head, where a bunch of skate punks cut the roof off of their friend's Yugo, telling him he can now call it a Cabriolet, 'cause that's Yugoslavian for "fast car".
