What does the blue flag with a wavy line represent?

What does the blue flag with a wavy white line (horizontal, I believe) represent?

I've seen a sticker on several cars around town with a blue flag and a single wavy white line. The internet, or rather my search skills, has been failing me.

If you are near the water it is might a yacht club -- those colours and the wavy line motif are very common in that context.

Best answer: What town is it? In south suburban Houston, the logo is for a large master-planned community, and many people have it on their cars.
